President Mwai Kibaki of the Party of National Unity (PNU) has refused to sign into law a bill limiting the powers of the Kenya Anti-Corruption Commission (KACC). Approved by parliament in mid September, the proposed legislation would have prevented the commission from investigating alleged economic crimes committed before it was established in 2003.

The move has been hailed by many in Kenya hoping to see top-level officials and politicians implicated in corruption scandals committed before 2003 held to account. So far the KACC has not been able to bring anyone to trial.
