The African National Congress (ANC) has won the national elections in South Africa but lost the two-thirds majority in parliament needed to make constitutional changes unilaterally. Final results give the historic anti-apartheid party 11,650,748 of the 17,680,729 valid votes cast, or 65.9 per cent. This translates into 264 out of a total of 400 seats in parliament. Helen Zille
