Lagos state government is trying to introduce legislation providing for the registration of all people living in the state to help plan and implement development projects for the population.

The so-called Lagos State Residents' Registration Agency Bill would establish an agency for the creation of a database of all Lagos residents, probably with offices in each of the 57 local administrative areas of the city.

However the proposal has met with opposition from some residents
