Capetonians have until 31 October to comment on a proposed by-law introducing new restrictions on domestic animals. The new rules limit the number of dogs over the age of six months and cats that can be kept on a single premises to two each. In addition, dog owners would have to ensure that their property is properly fenced to keep their dog inside when it is not on a leash and would be required to remove any excrement left in a public place. The animal by-law could come into force by the end of the year.
