Plastic carrier bags are to be banned in Maputo due to their negative effect on the local drainage system, according to city mayor Eneas Comiche. The bags block manholes and drainage channels, preventing rainwater from running away and creating sanitation problems in the capital. On most rainy days the manholes do not work at all due to the presence of plastic bags, unless they have been cleaned out recently.

Comiche did not say when the ban would be implemented, although it seems it could be shortly. However the provision is not accompanied by an educational campaign targeting all sectors of society, to encourage people not to abuse plastic bags and to use easily disposable or recyclable alternatives.
